I could stand here tonight, like other Councillors up and down this country, and tell you how this budget is not of my making, but of the Coalition governments.
Of how reductions in Brent’s grant settlement have been front-loaded.
Of how our funding has been reduced from the £190 million that barely satisfied our needs, to only £152 million.
Of how my hands have been tied behind my back.
Given the difficult decisions I have been forced to make, I understand why so many councils are turning to protest in order to justify their decisions.
But that is not what the people of Brent elected me and this Labour administration to do in May 2010. That is not why they voted to oust the Tory and Liberal Democrat administration in Brent, and it is most certainly not what I entered politics to do.
We were elected to change the lives of the people of this Borough for the better. To ensure they have access to quality services when they need them. To protect the most vulnerable and voiceless in our community. To maintain and strengthen the sense of unity and cohesion that binds us together. And to do all of this for a price that is affordable to all.
And that is why I am proud to stand here today, despite the draconian cuts forced upon us, and despite the great challenges that confront us as a borough, to deliver a budget which delivers the best possible deal for our residents, given these limitations.
This budget does what all Labour budgets should do.
We have used hard work and innovation to ensure the cuts that we have been forced to make are distributed as fairly as possible, while continuing to invest in those improvements that will make the biggest impact for the people of Brent.
This budget ensures that all the essential services are maintained and will continue to provide the first class services people expect. We have put aside money for the regeneration of the areas of Brent that are in the most need. We have managed to attract major new retailers, investment and most importantly jobs to the borough.
And we have managed to do all this while freezing council tax for an unprecedented third consecutive year, easing the financial burden on our residents as far as possible.
Year on year as we have been reducing our costs, the challenge has always been to improve services at the same time – which we are doing, thanks to the great efforts of our staff.
Since last summer officers and members have been identifying where savings could be found. Everyone has been involved in the budget setting process - our council staff have worked hard with the proposals set out to us, our Budget panel members have been through the proposals on several occasions. Many of their suggestions have been incorporated into the budget you see in front of you now.
The first and last word during this entire process has been transparency.
We have consulted with residents, attended the ACF’s, Brent Youth Parliament and local businesses have been asked for their views.
Every single item in the budget has been in the public domain.
Of course there are things proposed in the budget that we would all rather not be doing. But as we all know by now there are only certain things you can do to balance the books in a time of greatly diminishing resources.
Reducing the head count is sadly inevitable. More jobs are expected to go over the next year or so – but we are working hard to ensure that as many of these as physically possible will be redeployed.
But, inevitably there will be people who do lose their job and whose livelihoods and families are going to be directly affected as a consequence of the budget we pass tonight. But without the innovation and hard work we have put in, I promise you, things would have been far worse.
We have also had to take a look at the fees and charges. But because we are determined that this process is fair as possible, we’ve looked at them all on an individual basis. As a result, although there are some increases, some charges remain the same, and many services still remain free.
All reductions to services have been equality impact assessed, to ensure that we are not adversely affecting one group of residents, and that we always protect the poorest in our borough from being hit hardest. If there prove to be any glitches, we will of course respond to them sympathetically.
We will not be afraid of revisiting decisions we take tonight if the impact proves to be different from what we expected, or is particularly adverse to one section of the community.
But we are all going to have to keep being brave with the decisions we take about how services are delivered. We must continue our commitment to an innovative and progressive approach to meeting savings targets for this council.
The one council program we have is a planned and structured review of our council services to make sure that we deliver services that are targeted towards those that need it most and in the most efficient way and is to deliver about £80M of savings from our total savings requirement.
We are continuing to make major savings to ensure that every penny that is spent, is spent on services that are most important to you.
There is no doubt where the priorities of this coalition government lie.
Their policies on the NHS, welfare reform and early years fall on the backs of the poorest in our society while they consistently refuse to make the wealthiest and most privileged pay their fair share.
Under changes due to come into effect in April, couples with children will have to work 50% more hours in order to receive the tax credit benefits that they are currently receiving.
Raising taxes and cutting spending too far and too fast has seen unemployment rise and the economy go into reverse, and many employers are cutting people's hours. In this climate, very few people in part-time work will be able to increase their hours by up to 50%.
For a couple with children the loss could be around £4,000 a year, £75 a week, this change could mean that going out to work will make no sense.
Whilst we are making savings and protecting the services for our residents, what does the coalition government do? It increases the rents to our tenants by over 7%, adding an average of £7 PW, this is a massive increase well in excess of inflation at a time when real incomes are falling with ever greater pressures on our residents’ incomes.
David Cameron and Nick Clegg might claim that we are all in this together but the reality –
is that they are cutting in the poorest areas the most, they are cutting the income of the people on the lowest incomes the most and if those people they are hurting the most want to get off benefits and get back into work, this government is cutting the very services which help them do this.
That is why we have worked so hard to ensure that the cost of local government does not become another burden on people’s lives.
Freezing council tax for the third consecutive year means that there is at least one area where families can receive some reprieve from this government. We should be absolutely clear that it is only the hard work and innovation of this Labour administration that has made this possible.
Despite the government’s spending cuts we are determined to continue to protect the services we deliver, and we are working hard to make sure that Brent council will continue to provide the highest level of quality services to all our residents through our budget today and in the future.
Just as we have cut our own costs, and we will continue to do so, we expect our partners to do the same. That’s why we have worked and will continue to work with our partners & contractors to negotiate their contribution to our savings target. In Brent at least, we ARE all in this together.
We expect them to take the same approach as we have – to innovate, to do things differently, while protecting the services that people value most.
We are determined to ensure that Brent remains a good place to live and work. That is why, despite the difficult choices we have confronted, we have continued to invest in Brent, where funds can have the biggest impact on people’s lives.
Our plans to regenerate Wembley, Alperton, Sudbury, Willesden and South Kilburn are transforming the area for the better for our residents. We understand how important it is that we continue to move forward as a borough. As an administration that looks to the future, we understand how vital it is that we continue the process of regeneration across Brent.
The new civic Centre and the Quintain developments including the new shopping and retail outlets with a new cinema will significantly boost our retail and hospitality sectors. This means more jobs in Brent, more opportunities for local residents and an improved environment for all of us. This is how we can recover from recession here in Brent.
It is through our partnership working with developers that we are really able to promote businesses to come into Brent, attract inward investment and encourage enterprise. This is essential to our future.
Compare our vision to the coalitions, which has contributed to the closure of shops in our high streets, their continued attacks on the poorest in our society and their lack of plans to grow the country’s economy.
And don’t just take my word about this budget. Listen to the audit commission, who in a letter which went to the executive in January said
“BRENT “is prioritising its resources within tighter budgets, by achieving cost reductions and by improving efficiency and productivity.”
This is proof that through our innovation and hard work, that we are continuing to improve the lives of the people of Brent, delivering services to those that need our help the most, and are using the tax payers monies entrusted to us in a most efficient way possible.
This is a budget in which cuts have been spread as fairly as possible, and services have been protected, as far as it is in our power to do so, in these most difficult times.
We are making the council much more cost effective and efficient, our budget seeks to protect the most vulnerable people here in Brent and protect the services that people in Brent most value.
Each year of the Government’s cuts will be worse for Brent’s community – more services will close and fewer people will get the support they need.
That is why it is essential, that we continue to look to the future.
That we continue to innovate.
That we continue to invest in the regeneration of our communities.
That we continue to attract new business, jobs and opportunities to this area.
That we continue improving the lives of the people of Brent.
We can be proud of what we have achieved in this budget. The Labour party in Brent will always fight to improve this area.
We are not an administration of protest, we are an administration of innovation and clarity that continues to improve the daily lives of all the residents of this great borough.
